City reorganization initiative
On October 26, the City of Edmonton announced that it would be creating a new department of Corporate Business Planning. The realignment will also seem some changes within the departments of Asset Management and Public Works, Community Services and Corporate Services.
CUPE Local 30 is collecting questions from members concerned with the impact of the realignment announced October 26, 2005.
These questions were collected by Al Halaby to put to City management during the bargaining process. Please refer back to the website often to ensure you are not repeating questions.
I am attempting to capture all of your questions and concerns in regards to the move to AMPW.
For example:
- How will we share staff with Facilities (L2 arenas, golf course, Muttart, etc.)?
- Are summer staff recalled to AMPW or Facilities, and in what order?
- Does AMPW have a summer recall list? If so how do we amalgamate the two?
- Will they look at wage parity for all positions?
- Will I compete for positions with AMPW members?
- How will posted positions be handled?
- Will my seniority be adjusted to staff in AMPW?
- How is provisional status going to be handled?
- How is snow removal to be impacted?
- Will we physically move (offices, yards)?
- Will there be any loss of jobs?
- Will I be competing with AMPW staff for positions in the Maintenance Branch?
- Will we be our own Branch?
- Could I be placed in Collections for the winter (Winter Labourer 2 reconciliation)?
- Will there be any education requirement changes or adjustments to leadership positions for us or AMPW?
- Will we remain CL or go back to foreman?
- Will leadership staff still have the ability to laterally transfer between branches and departments?
- Will employees be bought out again, like in '97? If so, who is eligible? How many will there be? Of what will they consist? What will the criteria be?
- Will we still share permanent and provisional staff with AM&PW for Arenas, will there be a separate recall list for Rec Facilities staff i.e. golf courses, Commonwealth Stadium, Valley Zoo and municipal cemeteries where we do not normally share provisional staff with Parkland?
- Will Operations Crew Leader staff in Recreation Facilities be dead-ended as they may not have any seniority in AM&PW? There are very few TL/CO positions in Recreation facilities and those that do exist are quite specialized in nature.
